Договор между Kraft Foods (США) и рекламным агентством. на оказание услуг.

Меня немного затрудняте provincial laws и state laws.
В США ведь нет провинций, можно ли тогда перевести эту фразу как "территориальные законы"
state laws наверное, нужно переводить как "законы штата" , а не "государственные законы"?
