может это не акт, а закон о контроле над товарными инвестициями???

первое, что приходит на ум - конечно, товарные инвестиции. Хотя по контексту - вроде срочные товарные контракты (или права по ним/в связи с ними).

Про "биржевой", мне кажется, не стоит - форвард является внебиржевым контрактом
