at least 6 months = FOR at least 6 months

Official salaries = Official Salaries
on lump-sum basis = on a lump-sum basis
shall be paid for a period, for which = shall be paid for a period for which

The first sentence is structured incorrectly. The way it is written, it sounds like the employee will be granting an annual leave, not the employee will be granted an annual leave.

This sentence can be rewritten in two ways:
1. When granting an annual paid leave to an Employee, who has worked in the Branch for at least 6 months, [the manager/the company, etc] shall pay that employee monetary assistance in the amount of two Official [monthly?] salaries.
2. When an employee, who has worked at the Branch for at least six months, is granted an annual paid leave, that employee shall receive monetary assistance in the amount of two official [monthly?] salaries.

Also, it sounds better to say "monetary assistance" than "material assistance," since the latter may also be misunderstood to mean "substantial assistance" (as in "material fact").

Also, "in the event IF" sounds a little off. It is usually "in the event something happens," or simply "when."

I hope these help.
