Так как Garner c артиклем :)
Это Общие условия морской перевозки грузов, а указано конкретное лицо ?:)

Ну в связи с тем, что это все-таки имя собственное, то как-то Вам надо определиться по контексту, кто есть этот загадочный Гарнер:)

Ошибка распознавания. Должно быть "servants of the Carrier" ...
