positive check + wire standards

Does anyone know the Russian equivalents of American wire-size grading? Also, "positive check" is being a problem.

CONTEXT:
A power test should be made by applying low power to the inductor transformer coils. A positive check can be made by wrapping three (3) turns of Number 12 or 14 stranded wire around the core of the inductor transformer
