вот такой контекст. Fully(-)termed может писаться через дефис - собственно, должно по правилам. Кроме fully(-)termed contract, остальное всё ясно. "Договор с полным определеиием условий"?

По всем правилам пишется, конечно, через дефис, так же как и long-term contract и прочее. Но чаще всего я сталкивалась с написание без всяких "черточек". Возьмем для примера газетную статью:
"The gas will be delivered to NGC for use in the Trinidad and Tobago domestic natural gas market. A fully termed gas sales agreement is expected to be finalized in 2007". Как видите дефиса не наблюдается.
И похожее выражение здесь же:
"...fully integrated project for BG Group..."
