помогите, пожалуйста - нигде не могу найти:

Export is controlled by use of Export Licenses or Textile Visas which are granted to exporters based on application.

и еще

контекст и содержание понятно, но что такое Textile Visa и каков аналог в русском языке?

лицензия на экспорт текстиля и текстильных изделий. очень имхо
