To fall short on sleep means that it takes you forever to get to sleep which means you are not getting enough sleep. In essence, it can be said.

If the speaker means that he is suffering from a lack of sleep because it takes him a long time to get to sleep once he is in bed, then gel has a good suggestion. We would need more context to know, though.

And no, falling short is not exactly the same as insomnia. It can lead to it though.
