С момента пуска завода в эксплуатацию и в связи с увеличением объемов производства канализационная система завода требует модернизации.
понимаю, что тут что-то не то. Скорее всего имелось ввиду, что с момента пуска канализация не обновлялась\модернизировалась, и так как будет еще увеличение, то надо её модернизировать.
подскажите, как правильно на инглише сформулировать.

The sewage system has not been upgraded since commissioning of the brewery ( since putting into operation?), therefore due to increase in production volumes it is required to upgrade it.

I would definitely avoid commissioning. It is more of a technical/military term. It wouldn't fit for a brewery.

I wouldn't use retrofit. Retrofitting would work if the old sewage system wasn't compatible with some new piece of equipment. Then, the new equipment would have to be 'retrofitted' to the old technology in the sewer.
