A network is a more freely-associated group of nodes, while a grid is more geographically-restricted group that cannot be change easily. I would say that "The bus service formed a network across the country" would be correct. For it to be a grid, the bus service would have to be contained to just one city or one small area. I would also say that 'telecommunications network' and 'power grid' are set phrases. You can't replace grid or network here. 'Telecommunications network' is a set phrase because it uses wireless technology and is more of a "freely-associated group of nodes".
