report здесь -- глагол. т.е. "другие [подразделения]-- тестируют.... и докладывают..." |

| Not really. It is a standart usage when inanimate objects are talked about. Cf.: one branch does this, other [branches] do that... |
| strictly speaking, an am rule is missing after "other", but modern English punctuation is somewhat lax, so it's not an uncommon oversight. |
