Скорее, это целая система утилизации батарей. Вот выдержка из статьи:

"The Dutch Government will spend EUR 425,000 (US $516,000) for the implementation of a battery collection and recycling system over the next two years. The project is intended to create the means to properly dispose of used batteries and rechargeable batteries, other than car batteries".
