Indeed the context in this context (простите за каламбур) is so very pertinent, that depending on it, the sentence will come out as:

1. No matter what the government does, it will win unanimous approval.

2. No matter what the government does, the price of oil will drop.

3. No matter what the government does, the revolution will come.

D-50 hazarded an excellent guess - why whinge for context? There are certain cases when whinging for context indicates not the meticulous approach on the translator's part but a simple desire to snub a poor enquiring soul and show off...

You can be as sarcastic as you like, the fact is that without context it is impossible to be sure what is meant by this sentence. In particular -- what is "будет плохо" referring to? Does it mean (1) that whatever they [the Government] do, they do badly or (2) whatever the G. does, it will make things bad for others?

Did it cross your mind that "все равно будет плохо" might actually mean "the things/situation would remain in a bad way"?

What exactly was the point of your... er... epistle? To convince so-and-so that there is no need for context in this case? To slap down certain users for their "whining for context"? Or to help the asker?

From where I am sitting it looks like you've failed on all three counts.

No matter what requests for context may or may not indicate to you in "certain cases", some of us here have no need in cheap thrills of "snubbing poor souls" or "showing off", nor do we consider translation a guessing game.
