Здесь, думается, более уместны "комментарии", а не разъяснения. Как, например, Комментарии к Таможенному Кодексу и тэ дэ.

А Комиссию я бы назвал, как Комиссия по Толкованию [Интрепретации] [и ,Применению] МСФО
