Что- то мне не нравится такой вариант. Помогите пожалуйста.

После recommend - не инфинитив, а сущ. или герундий (или субъюнктив).

We would recommend a formal claim / that you make a formal claim / against the supplier, because all shipments in .... have that defect that results in more/increased ... dust.
