I am looking for the translation of the word 'сношения' in the below context. Many thanks.

But I believe in this context 'сношения' refers specifically to some aspect of propaganda production. Leonid Krasin is arguing here for the Party to act more openly/legally - and I don't quite get how in this sense can you have 'illegal relations'?

As such it would be: “Publishing houses, transport of propaganda and relations cannot be satisfactorarily put in place using illegal forms of activity."

To me this doesn't sound quite right in English...
