мой вариант:

The Chairman proposed to increase the Company’s charter capital up to the amount of XXXXXXXXXX Russian rubles at the expense of making additional contributions by the participants of the Company.

мне кажется propose to enlarge грамматически неправильно

propose to - нормально, это Вас сбивает ...suggest that ... be...
