Subject: More Stroitel'stvo word: вневедомственнойcontext: Сопровождение прохождения Государственной вневедомственной экспертизы материалов проекта при условии предоставления Заказчиком всех необходимых исходных документов I realise that it is translated as 'extra departmental' and 'non-departmental', but what does it actually mean? In the actual government infrastructure, does this mean 'independent' approvals? Although if they are by a government agency, then they cannot be independent. Any thoughts? Thanks in advance |

not related to any specific governmental ministry or state agency i don't like extra- nor non-departmental. inter-industrial (inter-industry) / inter-sectoral is better for understanding, although "inter-agency" might be better for US readers(?) as in this case, consider: inter-industrial state experts' committee. a particular case is when it means "not-included in the structure of appropriate specific ministry or industry or state monopoly, in which it should be included by its core activity" in this case it might be "extra-departmental" but i still don't like it. In this case "independent" might be used. as in "independent guarding/security agency" (not related to police). otherwise how would you translate "департамент вневедомственной охраны" - "extra-departmental security department"?!? |
