Подскажите пожалуйста, может есть какой-либо фразеологизм, связанный с фразой America’s historical clock ?

Контекст следующий: Putin is also accused of pursuing a number of non-Western and thus, it is said, anti-Western policies at home. But this perspective suggests that all foreign “friends” and allies of America must be on America’s historical clock, sharing its present-day understanding of what is politically and socially “correct.”

I've never heard of the expression '[to be] on x's historical clock'. It could even be a term the author's invented. I wonder: could it mean that, historically, the other countries have always been in the same 'historical time zone' as America, ie have developed in exactly the same way as America has? That's just an 'inspired guess', though.

America's clock is expected to be 100% correct, politically and socially.

Each one of America's friends and allies has a historical clock of its own.

So, maybe this idiom does not fit here.
