Верно ли будет перевести так:

Панкхёрст Сьют, Херон Хаус, 47 Ллойд Стрит в округе Манчестер, городской район Манчестер

вы переводите для того, чтобы кто-то поехал по этому адресу? если да, то для этого воспроизводится все по-русски, т.е. номер дома по улице ллойд-стрит должен стоять после улицы, ллойд-стрит, д. 47, район мэнчестер, административный район (большого) манчестера  перечислены районы ( англ.   metropolitan borough ) графства, а также большая часть их населённых пунктов.  https://ru.wikipedia.org/wiki/Большой_Манчестер

Well, that depends. I was referring to a specific term, commonly used in a specific environment. 

(Hence the unconventional pronunciation, I guess).  

I am not sure if that would still apply outside of the oil patch.

And what are you trying to say there, exactly?  

First of all, who is 'he' -- a tourist or a soldier? 

If 'he' is a tourist, then 'he's been to Iraq three times' would be a more.. adequate (shall we say?;-)) way to put it, thus omitting the word 'tour' altogether.  

If 'he' happens to be a soldier, then 'he's served three tours in Iraq' makes perfect sense. If that's the case, then yes, I believe the word 'tour' in your sentence should be pronounced as 'tower'.

Now, that's really hard to tell, because I, for one, am not a mind reader, and the example you provided gives no clues (as to the nature of the 'tour') either.  

Also, I hear 'military tours' tend to have more to do with [military] tourism than with actual combat. So you can't really say that a soldier 'has made three military tours to Iraq' without confusing the reader. (unless, of course, that was your goal all along ;-))

Я лишь предположил что  в случае с военными слово "tour" имеет такое же значение как и у нефтяников, а именно: определенный период времени проводимый вдалеке от дома на работе/службе т.е.  вахта, смена, дежурство и т.п.

То есть по-вашему  из этого можно однозначно(!) сделать вывод что речь идет именно о военном??.. 

И даже [странный] выбор глагола Вас там не смущает?..
