Друзья, помогите корректно перевести следующий тезис:

"Предназначение дискреции заключается в том, чтобы в ситуации полной или относительной неопределенности в законе правоприменители могли бы выбрать из ряда правомерных альтернатив оптимальное решение, которое позволит наиболее эффективно и справедливо реализовать намерение (цель) законодателя."

Я перевел так:

"The mission of a discretion is in that in a situation of total or relative uncertainty in the law the officials could choose the optimal solution from a number of lawful alternatives to most effectively and equitably implement the intention (purpose) of the legislator".

Не уверен, что все связки правильные. И как лучше здесь перевести "справедливо" - equitably или fairly или justly?

попробуйте сформулировать через is to (allow/provide/make sure, etc)
