In 2015 UNCTAD registered a rise in the number of agreements that entitle investors to the establishment of investments (amounting to 10% of all investment agreements in 2014) [WIR 2015].

если переводить "establishment of investments" как "осуществление инвестиций", тогда, чем эти соглашения отличаются от "all investment agreements"..

м.б. осуществление инвестиций с правом основания предприятия?
