• The proposed Bid CANNOT be considered acceptable since the bidder Declared constrain in transportation (5000 mm maximum height including truck).
In Supply 1 Equipment will exceed the mentioned limit.

Кажется, что эта фраза - limit the sum without truck- здесь вообще стоять не должна...

Внешний диаметр корпуса = 4130 мм (из расчёта, что седловая опора длиной 500 мм и патрубок длиной 400 мм на противоположной стороне ***...

Without в этом случае - это противоположность within.

Да можно сильно не запариваться с формулировкой, написать по смыслу, который заключается в следующем (имхо):
- корпус 4130 мм, а с учетом (еще) седловой опоры 500 и патрубка 400 общая высота уже выходит на заданный лимит

The English has been written by someone with a non-native knowledge of the language.

'the mentioned limit' sounds like Runglish. 'Mentioned' normally comes after the noun -- as in 'the person mentioned' (not 'the mentioned person'). However, 'above-mentioned' normally comes before it -- as in 'the above-mentioned person'. So this should read 'the limit mentioned' or 'the stated limit'.

'the sum without truck' = 'the total excluding the truck'
('sum' is used mainly with prices/accounts; with dimensions, as here, 'total' is used).

'limit the sum': 'limit' is a noun here rather than a verb, and there's a comma missing after it. It should read '.... limit, the total ....'
