А правильно ли я понимаю, что если улучшение в качестве можно оценить, то CPI учитывает изменение в качестве товара за год, то есть этот показатель не слишком завышен по отношению к реальному уровню цен. То есть если смотреть соотношение цена/качество, то выходит, что цена не слишком выросла по отношению к предыдущей цене, когда качество было хуже? Если улучшения в качестве сложно оценить, они не поддаются оценке, то CPI не учитывает изменение в качестве и становится намного больше, чем реальный уровень цен? |

Непонятно, как улучшение качества товара, которое можно оценить, используется при расчёте CPI? Это же неочевидно из приведённого контекста? |

Лошадиная сила - качество, которое можно определить и учесть при расчете CPI. Что и делает The Bureau of Labor. Именно поэтому цена машины с учетом улучшения ЭТОГО качества (лошадей) выросла не настолько сильно, как если бы его не учитывали.
