Despite negotiations have been successfully completed... - так сказать нельзя. Можно так: despite THE FACT THAT ... negotiations ... have been successfully completed... Хотя это совсем не голос за такую конструкцию, просто "сообщение об ошибке".

ну, постоянный - так в оригинале, так сначало действо происходит во временно решении (временное здание диллерского центра), потом заключение договора о строительстве постоянного
еще, я видела, ес-но, в словаре про dealership , но как считаете, не будет ли это превносить некую двусмыссленность? Там же именно о физиическом здании идет речь?
