Там, где вначале мoжно написать так - In this context oil shipments to the Pacific Ocean coasts of Russia (is one of the key elements of) should be considered as the main сornerstone of State's foreign policy.
А позже - This would be a major economic leverage that will strengthen Russia’s position in Asia-Pacific Region. The 21st century will be the century of our country in the Asia-Pacific Region and it’s up to Vladivostok to adress
this issue.

Как известно, Владивосток не находится на "берегах Тихого океана". Поэтому в переводе всякие "берега" просто неуместны - достаточно "the Paсific", что и будет означать "Тихоокеанский регион" (можно подумать и про Russia Far East).
