Почитала посты в форуме по deliver value и поняла, что в каждом отдельном случае следует переводить, исходя из контекста. Помогите, плиз, подобрать вариант в моем случае.

Контекст
There is often some confusion over criticality versus performance measures. Criticality is defined as WHY a business wants to improve the performance of certain system elements. Performance is defined as WHAT the assets do that delivers value to the customer (and may need improvement).
