Запуталась с временами, перевожу статью договора.
пожалуйста, помогите!

Если Продавец начал погрузку без участия инспектора независимой лаборатории, либо в вагонах на момент прибытия инспектора был уголь - эти вагоны не принимаются, либо уголь из них выгружается и процесс погрузки начинается снова.

In the event that the Seller starts the shipment without participation of an inspector of an independent laboratory or there is coal for the moment of inspector arrival , these cars shall not be accepted or coal shall be detrained and shipment shall be started again.

с временами все в порядке. for the moment надо заменить на at the moment. но в целом я бы предложил несколько иной синтаксис. что-то вроде этого.

In the event the Seller begins shipment without an independent laboratory officer attending, or the cars contain coal at the moment the officer arrives - these cars shall not be accepted or the coal shall be detrained and shipment shall be started over again.

Should the Seller commence loading the rail cars without the participation of an inspector or should at the time the inspector arrives any of the rail cars be found to have been loaded with coal, such rail cars shall not be accepted (shall be rejected?) or the coal shall be unloaded therefrom and the loading process shall be repeated.
