Operation consisting in the activation of new units. Decided by the central administrative authorities, it can take numerous forms: 1. transformation: an existing unit, with its personnel and equipment, is transformed into a new type of unit, eventually changing name; 2. derivation: an existing unit acts as mobilization unit in the mission of mobilizing and supporting the training of the mobilized unit, and provides it with an active core which does not imply for the existing unit a reorganization. If possible, the reserve personnel of the derivated unit will have known active duty with the unit acting as mobilization unit. The incorporation of reserve units into an active regiment is a special case of derivation; 3. sponsorship: an existing unit called the sponsor unit receives, in excess of its own needs, personnel to train that will become the nucleus of the new unit. Later on, this element separates from the sponsor unit, and completed by reinforcements from other units becomes an autonomous unit; 4. new creation: unit created from scratch, either during peace time, either on mobilization.
